1. GENERAL PROVISIONS

1.1. Scope of application

This Statute sets out the conditions for applying for scholarships to support the creative work of teachers of the fields of fine arts and folk culture (hereinafter referred to as supporting the creative work of teachers) pursuant to subsection 2 (4) of the Cultural Endowment of Estonia (hereinafter referred to as the Cultural Endowment) Act and subsection 7 (2) of the Gambling Tax Act. The general terms and conditions for applications for and the award and recovery of the The Supervisory Board scholarships are set out in the Estonian Cultural Endowment’s General Terms and Conditions for Grants and Scholarships (hereinafter referred to as the General Terms and Conditions) and this Statute is a part of the  „Taotluste menetlemise ning toetuste tagasinõudmise korras“.

1.2. Objectives of the scholarship programme to support the creative work of teachers

The purpose of the scholarship programme is to support the creative work of academic staff in the fields of fine arts and folk culture in public universities and state institutions of professional higher education (hereinafter higher education institutions) and thereby the competitiveness and successful accreditation of higher education institutions teaching creative specialisations. 

1.3. Types of allocations

The Cultural Endowment awards scholarships to support the creative work of teachers.

1.4. Applicants

Members of academic staff working under an employment contract at a higher education institution who teach creative subjects with at least a 0.5 workload are eligible for.the scholarships. 

1.5. Recipients

The scholarships can be awarded only to natural persons.

1.6. Form and method of application

A standard-format application shall be submitted in the e-kulka online environment of the Cultural Endowment. The application shall be submitted to the Literature, Music, Visual and Applied Arts, Architecture, Dramatic Arts, Audiovisual Arts or Folk Culture Endowment. If the creative work encompasses several fields, the application shall be submitted to the endowment of one field.

1.7. Application deadlines

Applications shall be submitted by 21 August. If the deadline falls on a weekend or public holiday, the next working day shall be the deadline.

1.8. Declaration of third party rights

If the creative work forming the basis for the scholarship application concerns the rights of third parties, the applicant shall confirm that the scholarship applied for will not infringe any third party rights (including copyright, personal data protection rights, moral rights, etc.) and/or that relevant consents have been obtained from such third parties to use their copyrighted works or personal data (including voice or image) in connection with the work forming the basis of the scholarship application.

2. APPLICATION CRITERIA

2.1. The application shall contain the following information: 

• the objectives of the creative research or creative work for the scholarship period;
• the name of the higher education institution where the applicant works;
• the subject taught by the applicant at that institution;
• the applicant’s workload.

2.2. The application shall be accompanied by a letter of recommendation from the higher education institution, containing information on the distribution of the number of scholarships referred to in clause 3.4 of this procedure, and the applicant’s creative biography for the past two years. 

3. NUMBER, AMOUNT AND THEMATIC BREAKDOWN OF SCHOLARSHIPS

3.1. The Cultural Endowment generally awards 50 scholarships every year. If the Cultural Endowment has not received sufficient earmarked funds to support the creative work of teachers in the fields of fine arts and folk culture under the Gambling Tax Act, the Cultural Endowment has the right not to award scholarships. If a larger amount of earmarked funds have been received to support the creative work of teachers in the fields of fine arts and folk culture under the Gambling Tax Act, the Cultural Endowment has the right to award more than 50 scholarships in a year. 

3.2. The amount of a scholarship is 10,000 euros in a year.

3.3. The scholarships are paid in equal quarterly instalments.
3.4.  If, based on the receipt of gambling tax, more scholarships can be awarded than provided in clause 3.5 above, the Supervisory Board of the Cultural Endowment shall decide on the recipients of the scholarship on the basis of applications forwarded by the endowments.

3.5. The number of scholarships is broken down across fields and higher education institutions as follows: 

• Literature: 9 scholarships, including at least 4 scholarships for the academic staff of the University of Tartu and at least 4 scholarships for the academic staff of Tallinn University;
• Music: 16 scholarships, including at least 13 scholarships for the academic staff of the Estonian Academy of Music and Theatre, at least 1 scholarship for the academic staff of the University of Tartu and at least 1 scholarship for the academic staff of Tallinn University;
• Visual and applied arts: 16 scholarships, including at least 14 scholarships for the academic staff of the Estonian Academy of Arts and at least 1 scholarships for the academic staff of Tallinn University;
• Architecture: 9 scholarships, including at least 7 scholarships for the academic staff of the Estonian Academy of Arts;
• Dramatic arts: 5 scholarships, including at least 2 scholarships for the academic staff of the Estonian Academy of Music and Theatre, at least 2 scholarship for the academic staff of the University of Tartu and at least 1 scholarship for the academic staff of Tallinn University;
• Audiovisual arts: 5 scholarships, including at least 4 scholarships for the academic staff of Tallinn University at least 1 scholarship for the academic staff of the Estonian Academy of Arts;
• Folk culture: 5 scholarships, including at least 4 scholarships for the academic staff of the University of Tartu;

With regard to scholarships not allocated to specific higher education institutions, the endowments have the right to allocate these scholarships on the basis of applications from the teaching staff of all higher education institutions.

3.5. If, based on the receipt of gambling tax, more scholarships can be awarded than provided in clause 3.4 above, the Supervisory Board of the Cultural Endowment shall decide on the recipients of the scholarship on the basis of applications forwarded by the endowments. (amended 11 May 2022)

4. AWARD OF SCHOLARSHIPS

4.1. The Supervisory Board of the Cultural Endowment awards scholarships based on the applications, taking into account the breakdown set out in clause 3.5 above.

4.2. If scholarships cannot be awarded in accordance with the breakdown set out in clause 3.4 based on the lists provided, the Supervisory Board of the Cultural Endowment has the right to allocate the scholarships without having regard for the breakdown set out in clause 3.4 across the subject fields and the higher education institutions.

FINAL PROVISIONS

This procedure was approved by the Minutes of the Decisions of the Supervisory Board of the Cultural Endowment No. 2/2019-S09 of 26 March 2019 and shall be implemented from 15 April 2019. Applications submitted before the implementation of this procedure are subject to the terms and conditions set out in the procedure applicable at the time of submission.
